About the National Institute of Urban Affairs (NIUA):

About the Centre for Digital Governance (CDG):

The Ministry of Housing and Urban Affairs (MoHUA) has formulated the National Urban Innovation Stack (NUIS) strategy and approach with the vision to unlock urban innovation and promote collaboration across the entire urban ecosystem. The objective is to create an open digital public good which can enable co- creation and collaboration across the “quadruple helix” of government, industry, academia, and civil society and citizens’ groups in urban India.

With the goal to facilitate adoption and put technology as the core of operations for digital transformation across the ecosystem, the need for an anchor was felt to tie the strengths of all stakeholders together. Responding to this pressing necessity, Centre for Digital Governance (CDG) was institutionalised under the ambit of National Institute of Urban Affairs (NIUA). Envisioned to function as a trusted partner for distributed governance, CDG envisages establishing practice areas on research, governance, platform, partnerships, communication and learning.

With a charter to operationalize the NUIS strategy, CDG is on an ambitious and landscape defining path to contribute to quality of life for our citizens by way of inclusive and accessible digital solutions. The aspiration is to allow digital forces to enable the ease with which citizens, industry and government can connect, collaborate, transact, and share information; state and city administrators can increase productivity by automating routine tasks; and facilitate data based decision making to drive governance and policymaking. As a first step towards implementing the NUIS strategy, the CDG has launched the Citizen Centric Smart

Governance (CCSG) program focussed on driving digital governance across 4400 Urban Local Bodies (ULBs) by 2024.

Roles and Responsibilities:

The Program Associate will be part of a dynamic team and get the opportunity to be part of operationalizing the Citizen Centric Smart Governance (CCSG) program under the aegis of CDG as the first flagship program. The NUIS is envisioned to deliver and strengthen the digital infrastructure of over 4400 Urban Local Bodies (ULBs) across the country with exciting opportunities to create a national level impact in project management roles. The Program Associate will be deputed under the supervision of Program Manager/ Team with the following tasks:

i. Research, primary and secondary data collection, qualitative and quantitative analysis on urban egovernance program and status across cities/states.

ii. Collect materials and stay updated on latest information and developments regarding urban egovernance, policies, programs, initiatives.

iii. Prepare materials on strategies and best practices regarding digital transformation in urban governance

iv. Provide support for high-quality presentations and publications

v. Travel to field sites to collect and record data, prepare market research including secondary and primary information gathering as needed

vi. Attend project meetings and engage in brainstorming sessions

vii. Organizing, attending and making presentations at meetings, consultations, webinars and events.

viii. Create state / city specific insights which can create custom consultation materials for program design and delivery

ix. Provide program team support in implementing outreach and communication strategy

x. Build narrative of the CDG through documentation of success stories, best practices, etc.

xi. Translate policy/ program materials and documents in user-friendly, straightforward and engaging collaterals

xii. Development of media and stakeholder materials to communicate relevant messages

xiii. Development, editing and publishing of the content of strategic corporate communication materials such as induction decks, briefing documents, brochures, fliers, promotional emails, factsheets, information package, media kits, press notes, donor kits, annual reports, project reports, etc.

xiv. Develop and manage content for website and social media platforms (Facebook, LinkedIn, Twitter, YouTube, etc.) suitable for the objective of dissemination and interaction with the stakeholders

xv. Closely follow external tech policy environment that has implications on the company's operations

xvi. Keep up- to- date with the work of all of the project teams, as well as the organization as a whole, in order to provide timely information to respective audiences.

xvii. Develop and share ideas to amplify for Good narrative among policy makers and B2C media (community engagement and awareness)

xviii. Identify opportunities to work with Key Opinion Leaders (KOLs) to support the overall communication objectives

xix. Support in communication initiatives of the projects as per the requirement; in organization of events and campaigns

xx. Working in a fast-paced environment, managing multiple projects and priorities simultaneously

xxi. Develop materials including press releases, campaign briefs and messaging documents to drive communication objectives

xxii. Organizing, attending and making presentations at meetings, consultations, webinars and events

The Program Associate will also provide necessary support to Head, CDG for analytics, documentation, independent assessment, visualization or any other related activities including reports, dossiers etc.


  • Master’s degree in Development Studies, Economics or other closely related fields.
  • Minimum 65% marks/ equivalent CGPA.
  • Should have 0-2 years of work experience
  • Preferably provide a dossier of relevant work experience by way of URLs, etc.

 Required Skills and Competencies:

  • Advanced skills in the MS office suite and communication-related software
  • Understanding of developing preliminary communications strategies and campaigns
  • Strong analytical, conceptualization and communication skills, good understanding of market research techniques and data analytics, outstanding attention to detail
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners and authorities at different levels with an enthusiasm for digital marketing, technology and social impact
  • Entrepreneurial spirit, including ability to work independently and autonomously
  • Expertise in branding strategy, developing AVs, multi-media presentations would be preferred. Knowledge of web design, publishing, basic graphics software would be an advantage
  • Additional skill set of working on self-authorising tools like Articulate 360◦, iPresenter, Mind map, etc.
  • Particular interest in citizen centric technology, public policy and advocacy, social enterprises
  • Should be able to work in a fast-paced environment and be adept at time-management.
  • Should be willing to work at the Institute on a full-time basis

Remuneration and ExperienceCertificate:

Basis your qualifications and skill-sets, a consolidated amount between ₹ 20,000-50,000 per month, inclusive of local transport allowance and all taxes.


Notice Period:

Notice period for termination from either side will be fifteen days or salary in lieu of.
