About the National Institute of Urban Affairs (NIUA)

Established in 1976, the National Institute of Urban Affairs (NIUA, is a premier Institute of Ministry of Housing and Urban Affairs, Government of India for research and capacity building for urban sector in India. NIUA’s broad objective is to bridge the gap between research and practice on issues related to urbanization. For more than 40 years now, NIUA has been the vanguard for contributing to and building the urban narrative for a fast-evolving Urban India. The Institution has been actively working on bringing forth key areas of concern for urban India in order to build the urban discourse at various urban scales. It has utilized its competencies in research, knowledge management, policy advocacy and capacity building to address urban challenges and continuously striving to develop sustainable, inclusive, and productive urban ecosystems in the country. It has emerged as a thought leader and knowledge hub for urban development in India and is sought out by both Indian and International organizations for collaborations and partnerships in India’s urban transforming journey. NIUA is committed towards aligning its efforts towards achieving Sustainable Development Goals (SDGs) through all its initiatives and programs.

About CITIIS

The objective of the Smart Cities Mission, launched in 2015, is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions. The Smart City Mission represents an important shift in the Government of India’s (GoI) urban sector policy, which aims at promoting smart integrated urban projects to improve the economic attractiveness of cities; as well as strengthening Urban Local Bodies’ (ULBs) technical and financial management capacities.

Financed by the French Development Agency (AFD) and the European Union (EU) and supported by Ministry of Housing and Urban Affairs (MoHUA) and National Institute of Urban Affairs (NIUA), the ‘Program to fund Smart City projects through a Challenge Process’ aims at putting in place complementary instruments to the Smart Cities Mission to provide a financial incentive and technical support to demonstrative projects. The program has three components namely –

  1. CITIIS (City Investments To Innovate, Integrate and Sustain) at City Level;
  2. Capacity Development activities at State Level; and
  3. Promotion of Integrated Urban Management at National Level.

City Investments to Innovate, Integrate and Sustain (CITIIS) is the main component of the Program, it intends to bring financial and technical support to 12 selected smart city projects across India. A specific call for projects was launched in order to select smart city projects that would benefit from the additional Government of India grant financed through a EUR 100 million loan from AFD and EUR 6 million grant from the European Union. Along with the financial support, the selected projects’ SPVs will benefit from long-term international coaching to support the development and implementation of the project.

About the Partnership with Government of Odisha

Component II under the CITIIS program intends to create a partnership with a State and leverage this partnership to drive capacity building activities for upgradation of skills of municipal functionaries. Based on the deliberations of the CITIIS Apex Committee; Odisha has been proposed as a State Partner for the program. Odisha has 114 ULBs comprising of 5 Municipal Corporations, 48 Municipalities and 61 Notified Area Councils; catering to an urban population of 7 million people with the decadal growth rate of 26.94%. The State is successfully implementing a number of centrally sponsored schemes such Smart Cities Mission, AMRUT, Swachh Bharat Mission and HRIDAY while also implementing key programs at the State level such as Mission Shakti, Odisha MUKTA Yojana, e-Swachh Sahara Odisha and GARIMA scheme among others.

The proposed partnership shall be for two years starting from October, 2021 to October, 2023. The focus shall be on training of municipal functionaries and its extended arms such as the self-help groups in the following areas:

  • Municipal Administration
  • Municipal Engineering
  • Urban Finance
  • Urban Planning
  • Community Development
  • Public Health
  • Environment & Climate Change
  • E-Governance & ICT

Responsibilities

The State Program Officer – CITIIS (Odisha) will support the senior team members in day-to-day activities including programmatic and operational tasks. The responsibilities of the incumbent shall include, but will not be limited to:

  • Liaison with Urban Local Governments in Odisha for providing regular support to project activities and monitoring of progress;
  • Support in conducting an in-depth training needs assessment of the local officials and develop strategies to address these capacity building needs;
  • Develop a systematic repository of local government officials across Odisha that could be beneficiaries of the capacity building activities;
  • Support in building a network of training institutes, grassroot organizations; and institutionalize a capacity building platform for managing trainings in Odisha;
  • Managing overall logistics and ensuring successful delivery of the capacity building workshops;
  • Developing the training evaluation through employee feedback post trainings;
  • Support in the operationalising of technical assistance program viz the Transversal experts. Transversal experts (EY, TERI and AECOM) have been procured by NIUA to provide on-demand technical assistance to key Municipal Governments in Odisha.
  • Report monthly, quarterly, half-yearly and annual progress on all program activities as per the requirements of MoHUA, AFD, European Union and the Govt of Odisha.

Reporting:

The Program Officer- CITIIS (Odisha) shall be based within the Department of Housing & Urban Development; work closely with Nodal officer appointed by the Government of Odisha and report to the State Coordinator- CITIIS based in Bhubaneswar and Program Director- CITIIS based in New Delhi, India.

Skills and Qualifications

  • Post-graduate degree in Urban Planning, Urban Management, Economics, Public Policy, Learning & Development, Human Resource Development or any other allied fields;
  • Minimum 3 years of professional experience in development projects implemented by national / international NGOs/ UN bodies/ Governments/ Bi-lateral agencies or Consulting firms;
  • Demonstrated experience in designing tools and strategies for data collection and analysis;
  • Experience in dealing with Municipal Governments, Smart City SPVs or any other Government agencies in India;
  • Excellent drafting and documentation skills;
  • Strong communication skills in English and Odia;
  • Responds positively to critical feedback and differing points of view;
  • Demonstrates openness to change and ability to manage complexities.
